This reminded me of a cross between Cordelia's Honor (by Bujold) and The Theif (by Turner).
Couldn`t figure out what was happening sometimes, found it a bit slow.
I loved it! It grabbed me kept me and I finished it in one sitting.
I only read a few pages of this. Just didn't grab me.
