review 1: Nothing really new here. Although I agree that the need for security has created opportunities for abuse, I find it hard to accept the ideas that national security cannot be based on secrecy. It is also difficult to accept this idea that foreign policy and foreign relationships should be based on openness; the demands of realpolitik suggest otherwise. It would be naive to deal openly where everyone else (e.g., Russia and China) is playing by the old rules of diplomacy (i.e., the continuation of war by other means).
