Greeting to everyone!
In reference to COMELEC Cir. No. 1 s. 2017 under (Par. C-item No. 3) the Comelec hereby issues this Circular in clarification to qualified voting delegates in reference to the provision in the JCIP Constitution and By-Laws to wit;
(Art. 3-2, Section 3) – EXERCISE OF VOTING AND OTHER RIGHTS: Individual members shall have no voting or property right in the Organization except as herein otherwise provided. Their voting privilege shall be exercised through the Local Organization or Affiliates in which they are members.
Basing on the above provision member’s voting privilege shall be limited within his/her LO only. Consequently however, it will not be automatic that a member can also vote in the national elections due to restrictions since priority will always be given to incumbent officers of the LO who have the mandate to represent their respective chapters. If in case officers will not be available the LO can issue a Board Resolution endorsing any of their legitimate member/s to be their voting delegates during the Area Conference or National Convention.
In this light, in an on-line meeting by the Comelec Commissioners decided that LOs may designate a member as voting delegates in the VDF (regular or alternate) by virtue of a Board Resolution as an attachment to the VDF or submit the same to the JCIP Secretariat if the VDF has already been submitted. Please take note that the Board Resolution must also be duly notarized.
