This article is explaining that the second amendment might actually be expanded in a ways that you can carry your firearms in a concealed manor, IF you have a permit for so. After the concealed-carry vote they would seek to improve background checks for people who want to buy guns, having people with concealed firearms without a thorough background check can be extremely dangerous. Allowing people to have a concealed weapon on them in dangerous to some but also protective to others. Allowing off duty police officers to have concealed weapons would personally make me feel more protected because if someone tried to pull something and they happen to be there, they can help.
