Let’s do an experiment on India …

Aim :  To achieve discipline at parliament level in India.

Requirements :  Well disciplined parliamentary members.

Prerequisites : It is well known fact that discipline and sincerity are the key factors of education. An educated person shapes his life using these tools. 

The election code in India finds a person eligible of elections on the basis of his/her leadership qualities and not the educational qualifications. So there lies much of a chance of the candidates eligible for elections and lacking these basic moralities of life.

Due to this the parliament and also the state legislature witness walkouts , demonstrations and the suspension of the parliamentary sessions. This results in improper discussions and late decisions.



Theory : It is very neccessary for the members to know that they have the responsibilty of driving the nation. And it is a not advisable to use chairs , papers and mickes during the discussion which predominantly requires wit , intelligence and far- sightedness. It is also very neccasary to know that no problem was ever solved on the basis of arguments and not healthy discussions.And most importantly that parliament is a place for discussions and not demonstrations.


Procedure : Since the high time has slipped past for self-realisation, action needs to replace it. 

1: Make provision for a mock parliamentary session for the new members. The need of zero hour , question hour etc must be thoroughly explained.

2: A strict code of conduct during the sessions. And anybody who voilates it must be debarred.

3:  Sleeping in the parliament during sessions is not advisable and must lead to restications and warnings like is done at school levels.

4:  Demostrations must be strictly prohibited during the sessions. If needed they can be carried out in the days without sessions. 

5:  The discussion may have arguments but it must not be influenced from pre- images.

6: The voilation of the code of conduct must result in destriction along with deduction in salaries. As is followed in the form of fines at school levels.

Observations: These are some of the basic ways which needs to be followed to achieve the aim . The voilation of parliamentary discipline not only creates a negative impact on the children and youth of India but also beacomes a matter of national shame.

Result: After the application of above procedure it can be concluded that the aim of parliamentary discipline is not far to achieve.
