Why ELD Rule – Some Important Facts You Need To Know

ELD rule applies to Commercial Motor Carriers and drivers who are required to maintain Records of Duty Status (RODS). The ELDs are required to be self-certified by vendors and registered with FMCSA. 

Why ELD Rule?

ELD Mandate was passed by the FMCSA (Federal Motor Carrier Safety Administration) to be implemented from December 18, 2017. The main purpose of this rule was to boost road safety and reduce the number of accidents happening throughout USA.

This also includes provisions to prevent harassment of drivers and tampering of HOS data. Create standard data displays and transfer to facilitate the sharing RODS with safety officials.

Exceptions

The ELD Rule Exceptions apply to the following:

  • Drivers of vehicles manufactured before model year 2000.
  • Vehicle transported in a motor home or vehicle trailer.
  • Paper logs to be used no more than 8 days in a 30-day duration.

Carriers are required to install ELDs and train their drivers and administrative staff, including how to edit RODS, certify RODS, display and share data w safety officials.

Grandfathered AOBRD

The implementation of ELD Mandate for vehicles that qualify for grandfathered AOBRD is December 16, 2019. Vehicles that are equipped with AOBRDs can wait for ELD adoption.

The AOBRDs must fulfill the FMCSA criteria in 49 CFR 395.15. However, after December 18, 2017, AOBRDs cannot be installed in new vehicles.
