review 1: Only for the true Weber completist. This is a short, dull, novel that reads like a transcript of 20-year-old C-Span budget debates. It is all politics and fighting over naval budget requests and the history of the Kingdom of Manticore that leads up to the Honor Harrington series. This is followed by an enormous amount of technical specifications on made-up space navies and background on the history and economics of the Haven Sector. The only good thing I can say about it is that it made me want to re-read the Honor Harrington series.

Loved it! The technical parts got a bit slow. The histories and the short story were excellent.
