The Amulet of Shadows can be found on a woman named Tavynu Tedran, in the wilderness near Ald Velothi. However, this person only appears in the course of the side quest The Lady’s Ring.
The quest can be started by talking to Synette Jeline, who is located near a small pool of water south-west of Ald Velothi and just below the large dwemer bridge that leads to Arkngthunch-Sturdumz (a dwemer ruin). Please consult the map below.
Once you talk to Synette Jeline, accept the chore of getting her ring from the water. The Ring itself should be fairly easy to find, but watch the video above if you don’t notice it.
Once you have the ring (which is a simple expensive ring with no extra significance), Synette will attack you, but Tavynu Tedran will also then appear and do the same thing.
Kill both of them to complete The Lady’s Ring and you will find the Amulet of Shadows on Tavynu‘s corpse.
